Furesø Municipality is ready to implement digital activity tracking across all sports halls and artificial turf pitches to monitor capacity utilisation and optimise the use of the municipality’s sports facilities.
In the future, when hall and pitch times are allocated among clubs in Furesø Municipality, a new data foundation will help ensure better utilisation of facilities—and better access to training times for the clubs.
During summer 2023, Furesø Municipality installed and tested the HallMonitor activity registration and analytics tool and integrated it with the WinKAS booking system, enabling the municipality to build a precise data basis for future allocation of hall and pitch time.
“Previously, we would go out and count manually, drawing lines on paper to track how many people were using the halls. But now, we’ve been in the halls to upgrade and calibrate all our HallMonitor sensors so we’re sure they measure accurately, and we can perform digital counting. This makes it easier to quickly identify whether the facilities are used optimally throughout the year—and better allocate hall and pitch times between clubs,” says Henrik Arp from the technical team in the Centre for Citizen Services and Culture.
Furesø Municipality is located in Greater Copenhagen and has a wide range of sports facilities, centrally managed. The offering includes older halls and traditional facilities as well as state-of-the-art stadiums. Like other municipalities, Furesø sees clubs grow or shrink in membership, or even close. There are also seasonal changes, with higher pressure on indoor halls during the winter.
“As the need for hall time shifts, HallMonitor can help us gain an overview of each hall’s usage rate. For example, we can quickly spot available time slots, or determine whether it makes sense to move a club from one hall to another to meet their request for more access.”
One recurring challenge is clubs holding on to times they don’t use. In those cases, having statistics is key.
“In those situations, we can enter into dialogue with the club and say: ‘We can see that you’re not using your time slot on Thursday afternoon. We actually have a new club that could use that slot,’” says Henrik Arp.

Football is thriving in Furesø, with both established and new clubs on the rise. This has created high demand for the municipality’s artificial turf pitches, which can be used year-round. To maximise play and minimise waste, HallMonitor has also been installed outdoors.
“We have clubs focusing on elite football and others on recreational play. They all want time for their members. HallMonitor provides a clear overview and helps ensure optimal pitch allocation—especially when clubs need to assess whether they can accept new members in the upcoming season,” says Henrik Arp.
With a full overview of activity registration in the municipality, HallMonitor can also be used in a broader context to coordinate with neighbouring municipalities. According to Henrik Arp, sharing facility time could potentially eliminate the need to build a new hall and contribute to greener development.
“There is definitely potential in opening dialogue with neighbouring municipalities. In Furesø, we may have capacity we’re not using, which clubs from nearby municipalities could access—or vice versa. Building and running a hall is expensive, and it impacts the CO₂ footprint, so if we can optimise capacity instead, it’s a win-win for everyone.”
